Criteria for Communes Meeting New Rural Standards regarding Electricity aspect in Vietnam

On June 3, 2024, the Ministry of Industry and Trade (Hanoi, Vietnam) issued Decision 1327/QD-BCT guiding the implementation of criteria and targets in the field of Industry and Trade within the national criteria for new rural communes, advanced new rural communes, new rural districts, and advanced new rural districts for the period 2021 – 2025.

Criteria for Communes Meeting New Rural Standards regarding Electricity aspect in Vietnam 

A commune reaching new rural standards in electricity must meet Criterion No. 4 on Electricity as follows:

- There must be an electricity system (including power sources from the national grid or off-grid; distribution substations, medium voltage lines, low voltage lines, metering equipment serving the production, business, and daily life of the people) that meets the technical requirements of the electricity sector.

- There must be a proportion of households directly registered and using electricity regularly and safely from the available sources.

Method of Assessing Communes Meeting New Rural Standards regarding Electricity aspect

- General Method

General Method: Identify, update legal documents, and statistical materials to evaluate. Avoid conducting experiments, quality testing of projects, and tasks that fall under the responsibility of the Investor and the operational management unit;

Evaluation Method: Evaluate by identifying and confirming the results of each content according to the items implementing the Electricity Criterion, detailed in the attached Evaluation Method Table in this Appendix.

- Evaluation of the Electrical System Ensuring Technical and Safety Standards

The electrical system must ensure technical and safety standards of the electricity sector as stipulated in the attached Evaluation Method Table in this Appendix.

- Evaluation of Regular Electricity Usage

+ For areas using power from the national grid: Ensure daily electricity use with sufficient energy sources for production equipment, domestic use, and household lighting;

+ For areas using power from renewable energy sources, independent diesel stations: Ensure daily electricity use with sufficient energy sources for domestic use, household lighting, with electricity supply hours greater than 12 hours/day for mainland areas and greater than 8 hours/day for island areas;

+ The rate of households using electricity regularly is stipulated in the Appendix attached to Decision No. 1327/QD-BCT.

For detailed content, refer to Decision No. 1327/QD-BCT, which takes effect in Vietnam from June 3, 2024, and replaces Decision No. 1214/QD-BCT from 2022; Decision No. 1957/QD-BCT from 2022; Decision No. 2332/QD-BCT from 2022.
