Criteria for classifying public service units in the field of Agriculture and Rural Development in Vietnam

On October 2, 2023, the Ministry of Agriculture and Rural Development issued Circular 08/2023/TT-BNNPTNT on classification criteria and conditions for establishment, merger, consolidation and dissolution of public service units in the sector and field of Agriculture and Rural Development in Vietnam.

Criteria for classifying public service units in the field of Agriculture and Rural Development in Vietnam

Criteria for classifying public service units in the sector and field of Agriculture and Rural Development in Vietnam are specified as follows:

(1) Classification according to functions and tasks

- Public service units serving state management functions include:

+ Agricultural extension;

+ Research strategies and policies;

+ Information and propaganda of the Party's policies and the state's legal policies;

+ Information, scientific and technological research, theory, and profession;

+ Training and fostering civil servants, public employees, and managers;

+ Human resource development, public policy, and rural development;

+ Research, application, and development of information technology; digital transformation; statistics; forecasting; libraries;

+ Public service activities serving state management functions in the agriculture and rural development sectors and fields according to the provisions of law;

- Public service units providing public services in the agriculture and rural development sectors as prescribed in Article 1 of Circular 08/2023/TT-BNNPTNT;

- A public service unit serving the function of state management and providing public services is a unit that performs one or more functions and tasks specified in Points a and b of this Clause.

The determination of the type of public service unit in this Clause is based on the functions and tasks of the public service unit approved by the competent authority.

(2) Classification according to established authority

- Public service units established under the authority of the Government and Prime Minister;

- Public service units established under the authority of the Minister of Agriculture and Rural Development;

- Public service units established under the authority of the People's Committees of provinces and centrally run cities;

- Public service units are established under the authority of People's Committees of districts, towns, provincial cities, and centrally run cities.

- Public service units established by other entities according to the provisions of the law.

(3) Classification according to level of financial autonomy

- Public service units cover their own recurrent and investment expenditures;

- Public service units cover their own regular expenses;

- Public service units self-guarantee part of their regular expenses;

- Public service units whose regular expenses are covered by the state budget.

Determining the level of financial autonomy of public service units in the industry and field of Agriculture and Rural Development specified in this Clause is carried out in accordance with the Government's regulations on the financial autonomy mechanism of public service units and relevant legal regulations.

Circular 08/2023/TT-BNNPTNT takes effect on November 20, 2023.
