Criteria for classification of public scientific and technological organizations in Vietnam
Recently, the Ministry of Science and Technology issued Circular 02/2021/TT-BKHCN prescribing criteria for classification, conditions for establishment, merger, consolidation and dissolution of public scientific and technological organizations in Vietnam.

According to this Circular, the Ministry of Science and Technology shall prescribe criteria for classification of public scientific and technological organizations in Vietnam based on two basic criteria:
- Classification by functions and tasks include:
+ Public scientific and technological organizations in service of state management;
+ Public scientific and technological organizations providing essential public services in Vietnam;
+ Public scientific and technological organizations serve the public interests of the state.
- Classification according to the degree of financial autonomy:
+ Public scientific and technological organizations shall ensure regular expenditures and investment expenditures in Vietnam;
+ Public scientific and technological organizations shall ensure their own regular expenditures;
+ Public scientific and technological organizations shall ensure a regular expenditure in Vietnam;
+ Public scientific and technological organizations shall be funded regularly by the State.
