Criteria for awarding the Certificate of Merit from the Minister of Culture, Sports and Tourism In Vietnam

On November 14, 2023, the Minister of Culture, Sports and Tourism issued Circular 14/2023/TT- MOCST regulates emulation and commendation work in the Culture, Sports and Tourism sectors in Vietnam.

Criteria for awarding the Certificate of Merit from the Minister of Culture, Sports and Tourism In Vietnam

Criteria for awarding the Certificate of Merit from the Minister of Culture, Sports and Tourism are prescribed as follows:

- The Minister's Certificate of Merit is awarded to an exemplary individual who has well complied with the Party's guidelines, policies, and laws of the State and meets the standards in one of the following cases:

+ Individuals working at agencies and units under the Ministry who meet the standards specified in points a or b or points c or d, Clause 1, Article 74 of the Law on Emulation and Commendation;

+ Individuals who make extraordinary and outstanding achievements at international competitions, festivals, and exhibitions in the fields of culture, family, physical education, sports, and tourism or make outstanding and typical achievements
reviewed in thematic competitions launched by the Ministry;

+ Individuals outside the industry with outstanding achievements contributing to the cause of building and developing culture, sports, and tourism.

- Certificate of Merit from the Minister to be awarded to a group that meets the standards in one of the following cases:

+ Collectives of agencies and units under the Ministry meet one of the standards specified in Clause 3, Article 74 of the Law on Emulation and Commendation;

+ Department of Culture, Sports, and Tourism, the Department of Culture and Sports, and the Department of Tourism of provinces and centrally run cities meet the standards specified in Point a, Clause 3, Article 74 of the Law on Emulation and Commendation and are awarded annually at the end of the Ministry's working year;

+ The collective achieves extraordinary outstanding achievements at international competitions, festivals, and exhibitions in the fields of culture, family, physical education, sports, and tourism, or achievements that set an example in the Ministry, in the industry, or establish outstanding and typical achievements that are reviewed in thematic emulations launched by the Ministry;

+ Collectives outside the Industry have many outstanding achievements contributing to the cause of building and developing culture, sports, and tourism.

- Other cases decided by the Minister.

Circular 14/2023/TT-BVHTTDL takes effect on January 1, 2024.
