Criteria for awarding the Certificate of Commendation from the Minister of National Defense of Vietnam

Circular 93/2024/TT-BQP stipulates and guides the emulation and commendation concerning the Militia and Self-Defense Forces issued by the Minister of National Defense of Vietnam on November 8, 2024, which includes regulations on the criteria for awarding the Certificate of Commendation from the Minister of National Defense of Vietnam.

Criteria for awarding the Certificate of Commendation from the Minister of National Defense of Vietnam

(1) Awarded or posthumously awarded to individuals in the Militia and Self-Defense Forces who exemplarily comply with the policies of the Vietnam Communist Party, the policies and laws of the State, the discipline of the Army, and meet one of the following criteria:

- Having achieved outstanding accomplishments recognized in competitive movements initiated and organized by the Ministry of National Defense, or attaining high results in contests, competitions, performances, drills, preliminary reviews, and final reviews of missions organized by the Ministry of National Defense, acknowledged and proposed for commendation by the competent authority;

- Accomplishing exceptional, spontaneous achievements with an expansive influence within the entire Militia and Self-Defense Forces;

- Being awarded the title "Grassroots Emulation Soldier" for two consecutive times;

- Being recognized for outstanding mission completion for two consecutive years, during which having two initiatives recognized and effectively applied within the local unit, or having two scientific topics, scientific projects, technology projects that have been approved and effectively implemented within the local unit.

(2) Awarded to collectives in the Militia and Self-Defense Forces who exemplarily comply with the policies of the Vietnam Communist Party, the policies and laws of the State, the discipline of the Army, and meet one of the following criteria:

- Having achieved outstanding accomplishments recognized in competitive movements initiated and organized by the Ministry of National Defense, or attaining high results in contests, competitions, performances, drills, preliminary reviews, and final reviews of missions organized by the Ministry of National Defense, acknowledged and proposed for commendation by the competent authority;

- Accomplishing exceptional, spontaneous achievements with an expansive influence within the entire Militia and Self-Defense Forces;

- Attaining the title “Victorious Unit” for two consecutive years or being recognized for outstanding mission completion for two consecutive years, effectively implementing competitive movements, democracy at the local level; taking care of material and spiritual lives within the collective; actively fighting against corruption and negative phenomena; practicing thriftiness and preventing wastefulness.

(3) Awarded to individuals, collectives not part of the Militia and Self-Defense Forces, and households having achievements in the work of Militia and Self-Defense Forces or making numerous positive contributions to the establishment and development of the Militia and Self-Defense Forces, recognized and proposed for commendation by the competent authority.

Circular 93/2024/TT-BQP takes effect from December 22, 2024.
