On November 14, 2023, the Minister of Industry and Trade issued Circular 22/2023/TT-BCT detailing regulations implementing a number of articles of the Law on Emulation and Commendation in the Industry and Trade sector.
Regulations on standards for awarding Certificates of Merit to individuals and collectives in the Industry and Trade sectors are as follows:
(1) The head of the unit, with their own bank account and seal, is recognized as a legal entity under the Ministry of Industry and Trade and is authorized to present a Certificate of Commendation to individuals who possess good moral qualities and serve as heroic models in implementing the Party's guidelines, state policies, and laws, as well as the internal regulations of the agency or unit, meeting one of the following criteria:
- Successfully complete assigned tasks; have outstanding achievements in the emulation movement launched by the Ministry of Industry and Trade or a unit;
- Achieved many achievements or extraordinary achievements, with scope of influence in one of the areas under the unit's management scope.
(2) (2) Heads of units who have their own accounts, their own seals, and have legal status under the Ministry of Industry and Trade shall award a Certificate of Merit to the collective that unites and exemplifies good compliance with the Party's guidelines, the State's policies and laws, and the internal regulations of agencies and units, take care of the material and spiritual life of the collective, and practice savings when they meet one of the following standards:
- The unit completes its assigned tasks well or better; has outstanding achievements in the emulation movement launched by the Ministry of Industry and Trade or a unit;
- Achieved many achievements or extraordinary achievements, with scope of influence in one of the areas under the unit's management scope.
(3) The heads of units under and affiliated with the Ministry of Industry and Trade, with separate accounts and seals, that have legal entity status within the scope of their duties and authority shall provide guidance on the criteria and receive for awarding certificates of commendation to individuals and collectives under their management authority.
Circular 22/20223/TT-BCT takes effect on January 1, 2024.
