On October 2, 2024, the Government of Vietnam issued Resolution 174/NQ-CP regarding the thematic session on lawmaking in Vietnam for September 2024.

To be specific, according to Resolution 174/NQ-CP dated October 2, 2024, the content regarding the Bill on amending the Law on Health Insurance 2008 is as follows:

- The Government of Vietnam highly appreciates the Ministry of Health of Vietnam for having quickly taken the lead to cooperate with ministries and central authorities, actively preparing and submitting the dossier of the Bill in accordance with the provisions of the Law on Promulgation of Legislative Documents 2015; agreeing on the necessity of promulgating the Law to institutionalize the Party's policies, improve current regulations, and contribute to meeting the requirements of state management and implementation of health insurance.

- Recognizing the practical issues encountered, the Bill initially focuses on amending and supplementing some urgent contents to align with the Law on Medical Examination and Treatment 2023 and the Social Insurance Law 2014; basically adhering to the four major policies approved by the Government of Vietnam, meeting the synchronization requirements with related laws; ensuring requirements for decentralization, power delegation, reduction of administrative procedures, and health insurance medical examination and treatment procedures, facilitating people. The Ministry of Health of Vietnam is to study and fully absorb the opinions of the Government members, opinions from relevant ministries and agencies, and complete the requirements as follows:

+ Regarding electronic health insurance cards: incorporate the opinions of the Ministry of Justice to determine the implementation roadmap.

+ Regarding handling violations related to "late payment" of health insurance: it is necessary to review and amend to synchronize with the Law on Handling of Administrative Violations 2012 and the Social Insurance Law 2014.

+ Remove the clause related to granting the Government the regulation in cases of unresolved payment issues in health insurance medical examinations and treatments.

+ Continue to seriously research core issues leading to practical obstacles with health insurance beneficiaries, insurance management policies, expanding or narrowing the scope of health insurance benefits, the content, and responsibilities of health insurance evaluation, and other major issues raised by the Deputy Prime Ministers (government budget support for medical facilities due to substantial social insurance debts within the capacities of various budget levels; assign the Ministry of Health of Vietnam to issue procedures for health insurance medical examinations and supplies, medicine; ...).

- Assign the Ministry of Health of Vietnam to take the lead, cooperate with the Ministry of Justice, the Office of the Government of Vietnam, and related agencies to complete the Bill dossier following the provisions of the Law on Promulgation of Legislative Documents 2015. Delegate the Minister of Health to, on behalf of the Prime Minister of the Government of Vietnam, sign the Submission to the National Assembly for the Bill on amending the Law on Health Insurance 2008.

- The Government of Vietnam assigns Deputy Prime Minister Le Thanh Long to direct the completion of this Bill.
