Contents of the plan to select investors for road traffic service works in Vietnam

On March 7, 2023, the Minister of Transport of Vietnam issued Circular 01/2023/TT-BGTVT guiding the formulation, approval and publication of the project list; methods and criteria for evaluating bids and proposals in bidding for selection of investors in specialized road traffic services.

According to Vietnam's Circular 01/2023/TT-BGTVT,, the content of the plan for the selection of investors in specialized road traffic service works is as follows:

- Name of project.

- Preliminary total cost of project implementation, including cost of compensation, support, resettlement, land use levy, expected land rent (if any) or cost of site clearance for land acquisition of the project paid by the State.

- Form and method of investor selection

+ The form of investor selection is open bidding;

+ Clearly define the method of investor selection as a one-envelope stage or a two-envelope stage as prescribed in Article 28 or Article 29 of the Law on Bidding.

- The time to start organizing the investor selection is counted from the issuance of the bidding documents, dossiers of requirements, clearly stated in the month or quarter of the year.

- Type of contract.

- The contract performance period is the number of years or months from the effective date of the contract to the time when the parties fulfill their obligations as prescribed in the contract.
