On October 12, 2023, the Minister of Natural Resources and Environment of Vietnam promulgated Circular No. 12/2023/TT-BTNMT on technical supervision of floods by remote sensing technology.
According to the Circular, the contents of the technical work on flood supervision by remote sensing technology in Vietnam
- Preparation.
- Processing of remote sensing images.
- Extraction of data on flood supervision from the national geographic database.
- Extraction of information on floods.
- Flood information edit.
- Establishment of flood supervision maps.
- Inspection and assessment of the reliability of flood supervision maps.
- Development of reports on flood supervision.
- Submission and delivery of products.
According to the Circular, regulations on the extraction of data on flood supervision from the national geographic database by remote sensing technology are as follows:
- National land borders and administrative boundaries.
- Headquarters of People’s Committees of provinces, districts, and communes.
- National railways, expressways, highways, provincial roads, district roads, and airports.
- Regional hydrological objects with an area larger than 15 mm2 according to the scale of the map to be established; line-shape objects with a length greater than 2 cm according to the scale of the map to be established.
Extraction of information on floods:
- Selection of image polarization in the following order of priority: HH, VH, HV, and VV.
- Determination of radiation value threshold of water objects on images.
- Separation of flooded areas.
- Export of flood area boundaries to vector form.
