On December 31, 2024, the Minister of Transport of Vietnam issued Circular 64/2024/TT-BGTVT stipulating the contents and training program for crew members and operators of inland waterway vessels in Vietnam.

The content and training program for crew members and operators of inland waterway vessels as stipulated in Circular 64/2024/TT-BGTVT include:

- Content and vocational certificate training program for crew members and operators of inland waterway vessels;

- Content and training program to upgrade the certificate of professional competence (GCNKNCM) for crew members and operators of inland waterway vessels;

- Content and special certificate training program for crew members and operators of inland waterway vessels.

Based on the training content and program stipulated in Circular 64/2024/TT-BGTVT, the training institution is responsible for issuing appropriate teaching materials, and regularly updating the teaching materials to ensure the principle of continuity and integration of the previously trained content.

Positions and standards for crew member positions in Vietnam

- Crew positions on the vehicle include the captain, first mate, chief engineer, second engineer, seaman, and mechanic.

The vehicle owner and the lessee are responsible for arranging adequate positions, staffing crew members on the vehicle, and maintaining a crew member directory as per regulations.

- Crew members working on the vehicle must meet the following conditions:

+ At least 16 years of age and not more than 55 years for females, 60 years for males;

+ Meet health standards and undergo annual health checks;

+ Possess a certificate of professional competence and a suitable professional certificate for the position and type of vehicle.

- The Minister of Health in agreement with the Minister of Transport stipulates health standards for crew members.

- The Minister of Transport stipulates the position standards, responsibility policies, and staffing of crew members for each type of vehicle, except as provided below.

- The Minister of National Defense and the Minister of Public Security, within the scope of their duties and powers, stipulate position standards, responsibility policies, and staffing for crew members of vehicles performing defense and security tasks.

Circular 64/2024/TT-BGTVT shall take effect from July 1, 2025.
