Content of the provincial urban development program in Vietnam 

The content of the provincial urban development program is implemented according to Point a, Clause 4, Article 3a of Decree 11/2013/ND-CP amended in Decree 35/2023/ND-CP, and the following detailed regulations:

(1) Urban development targets specified in Point a, Clause 3, and Article 3a of Decree 35/2023/ND-CP include:

- Urbanization rate;

- Number of urban areas, list of urban areas, urban areas expected to adjust administrative boundaries, and new urban areas expected to be established according to urban classification;

- Ratio of urban construction land to the total natural land area of the province;

- Other provincial statistical indicators related to urban development according to local requirements.

(2) Key programs and projects to gradually implement sustainable urban development specified in Point d, Clause 3, Article 3a of Decree 35/2023/ND-CP include:

- One or several relevant national-level programs and projects (if any) and provincial-level programs and projects are being implemented or newly proposed on urban development to respond to climate change, urban development for green growth, emission reduction, smart urban development, or other national and provincial programs and projects to concretize targets for sustainable development of the province's urban system;

- Preliminary estimate of overall funding needs and, within the time frame of the program and implementation phase, the agency responsible for presiding over the development and submitting to competent authorities for approval of programs and projects specified in point a of this clause.

(3) Urban development investment projects using public investment capital and other capital sources other than public investment capital specified in Point dd, Clause 3, Article 3a of Decree 35/2023/ND-CP are arranged. In order of priority for each 5-year and 10-year period, include:

- Investment projects to develop frame technical infrastructure, key technical infrastructure works, and other projects that have been identified in the provincial planning;

- Urban development investment projects in 02 or more district-level administrative units and other projects under provincial investment authority to implement the province's urban system development plan;

- Projects implementing key programs and projects specified in Clause 2, Article 3 of Circular 06/2023/TT-BXD (if any).
