Content of the Plan to implement the Law on Electronic Transactions 2023 in Vietnam

In order to implement the Law on Electronic Transactions 2023 promptly, consistently, and effectively, the Prime Minister issued the Plan to Implement the Law on Electronic Transactions 2023 with the following basic contents:

(1) Review legal documents:

- The Ministry of Information and Communications presides over guidance on the new contents of the Law on Electronic Transactions 2023 as a basis for review; Review legal documents related to the law under the assigned state management authority, synthesize the review results, and report to the Prime Minister.

- Ministries, ministerial-level agencies, People's Committees of provinces, and centrally-run cities review legal documents related to the Law on Electronic Transactions 2023 in the assigned field and state management area and send the results to the Ministry of Information and Communications for synthesis in May 2024.

Completion time: August 2024.

(2) Develop legal documents detailing the assigned contents in the Law on Electronic Transactions 2023:

- Develop documents according to Decision 857/QĐ-TTg dated July 18, 2023, related to the Law on Electronic Transactions 2023.

Submission deadline: according to Decision 857/QĐ-TTg; for the Decree on Shared Database, the deadline for submission to the Government is May 2024.

- Develop the Prime Minister's decision approving the National Database List.

Responsible agency: Ministry of Information and Communications presides and coordinates with relevant ministries and agencies.

Deadline for submission: May 2024.

- Ministers and heads of ministerial-level agencies review relevant legal regulations to promulgate according to their authority or submit to competent authorities for promulgation of regulations on entering into and implementing electronic contracts in the field within the scope of assigned tasks and powers, in accordance with practical conditions.

Implementation time: annually.

(3) Propagate, disseminate, and educate about laws on electronic transactions every year.

(4) Implement plans, projects, schemes, programs, and activities at the national level to implement the electronic transaction development policy prescribed in Article 4 of the Law on Electronic Transactions 2023 annually.
