On August 21, 2024, the Minister of Natural Resources and Environment promulgated Circular 13/2024/TT-BTNMT on economic and technical norms - marine meteorological investigation and survey, including economic - technical norms for marine meteorological surveys and investigations in Vietnam.
Labor norms: Investigate, survey, measure, and observe factors: air temperature, air humidity, air pressure, wind direction and speed, visibility, clouds, current weather phenomena, past weather phenomena, and other meteorological phenomena.
Job Content in Labor Norms as follows:
- Check the operational status, and validation expiry of marine meteorological measuring instruments, and perform maintenance before and after each investigation and survey;- Prepare documents to serve observation and computation;- Prepare tools, supplies, and materials for marine meteorological investigation and survey;- Install devices to serve measurement and survey on the ship;- Contact local authorities regarding the investigation and survey.
- Requirement: Marine meteorological measurement and observation must comply with the National Technical Regulation on Meteorological Observation, Code QCVN 46:2022/BTNMT issued together with Circular 14/2022/TT-BTNMT;- Determine the coordinates of the investigation and survey station;- At continuous measurement stations: measure and observe marine meteorological factors at 1, 4, 7, 10, 13, 16, 19, 22 hours daily or as requested;- At wide area stations: measure and observe marine meteorological factors at the time the ship reaches the station (measurement point);- Observe, monitor, and update meteorological phenomena between measurement stations of the wide area station and the observations of the continuous station;- Record a handover report of the measuring instruments' operational status and weather conditions in the survey area during shift handover;- Disassemble, clean survey equipment, and perform maintenance after the trip concludes.
- Perform computations and calibrate measurement data of factors;- Create files and tables of data according to the investigation and survey requirements;- Input and store marine meteorological investigation and survey data into a computer;- Process data, determine characteristics, and identify maximum, minimum, and average values of each meteorological factor;- Summarize weather developments in the investigation and survey area;- Write a report on investigation and survey data, calculation results, and characteristics of marine meteorological factors, including preliminary assessments and comments on the obtained results, weather conditions, and impacts (if any) in the investigation and survey area;- Provide recommendations and proposals for marine meteorological investigation and survey in the next phase;- Print, accept, and hand over the product.
