The Minister of Finance of Vietnam promulgated Circular 19/2024/TT-BTC on March 22, 2024, stipulating the economic-technical norms for the preservation of national reserve goods and the loss rates of rice and paddy in national reserves managed directly by the General Department of State Reserves.
The economic-technical standards for the storage of national reserve goods directly managed by the General Department of National Reserves include appendices (from Appendix I to Appendix XLIII) issued together with Circular 19/2024/TT-BTC.
Additionally, Circular 19/2024/TT-BTC stipulates the standards for the loss of national reserve paddy and rice in Vietnam as follows:
- Standards for loss of sealed rice storage (supplemented with nitrogen, low pressure):
+ Storage period of less than 12 months: 0.050%.
+ Storage period from 12 to 18 months: 0.058%.
+ Storage period over 18 months: 0.066%.
- Standards for loss of bulk paddy storage and bagged paddy storage under low pressure conditions as follows:
+ From 01 month to 03 months: 0.3%.
+ From > 03 months to 06 months: 0.5%.
+ From > 06 months to 09 months: 0.7%.
+ From > 09 months to 12 months: 0.9%.
+ From > 12 months to 18 months: 1.1%.
+ From > 18 months to 24 months: 1.3%.
+ From > 24 months to 30 months: 1.4%.
+ Over 30 months: additional per month: 0.015%.
- Standards for loss of bulk paddy storage and bagged paddy storage sealed with nitrogen supplementation maintaining a concentration ≥ 98% as follows:
+ From 01 month to 03 months: 0.3%.
+ From > 03 months to 06 months: 0.5%.
+ From > 06 months to 09 months: 0.6%.
+ From > 09 months to 12 months: 0.7%.
+ From > 12 months to 18 months: 0.8%.
+ From > 18 months to 24 months: 0.9%.
+ From > 24 months to 30 months: 1.0%.
+ Over 30 months: additional per month: 0.015%.
