Content for Implementation of the Law on Road Traffic Order and Safety 2024 of Vietnam

In the Plan issued with Decision 1043/QD-TTg dated September 25, 2024, the content of implementing the Law on Road Traffic Order and Safety 2024 of Vietnam includes:

- Compiling materials for propaganda, dissemination, thorough grasp, and in-depth training on the Law and documents detailing certain provisions of the Law.

+ Compiling general materials to serve propaganda, dissemination, and thorough grasp of the Law and documents detailing certain provisions of the Law.

+ Compiling materials to serve in-depth training on the Law and documents detailing certain provisions of the Law.

- Organizing propaganda and dissemination of laws on road traffic order and safety.

+ Organizing Conferences on the thorough grasp and dissemination of the Law and documents detailing certain provisions of the Law.

+ Organizing extensive propaganda and dissemination of the Law and documents detailing certain provisions of the Law with appropriate content and forms for each specific audience to enhance awareness and understanding among officials, armed forces, and the people.

- Organizing legal education on road traffic order and safety.

+ Educating legal knowledge on road traffic order and safety for children in preschools, students in general education institutions, and vocational education institutions.

+ Guiding practical skills for safe motorbike riding for students at high school education institutions and vocational education institutions.

- Organizing in-depth training on the Law and documents detailing certain provisions of the Law.

- Developing documents detailing the implementation of the Law in Vietnam.

+ Developing 07 Decrees of the Government of Vietnam, 01 decision of the Prime Minister of the Government of Vietnam, and 36 Circulars of the relevant ministries.

+ Developing guiding documents from the provincial People's Committees regarding the scope of operations for rudimentary vehicles, four-wheeled cargo vehicles with engines, and four-wheeled passenger vehicles with engines locally; the operation of environmental sanitation vehicles, cars carrying construction materials and waste; regulations on the use of motorcycles, motorbikes, and rudimentary vehicles for passenger and goods transportation business locally.

- Ensuring resources for implementing the construction of the Road Traffic Order and Safety Database; Traffic Command Center; database system on driving license points; checking legal knowledge on road traffic order and safety for those deprived of driving licenses; building, managing, operating, and using the Monitoring System to ensure security, order, and road traffic safety; management system of journey monitoring devices and image recording devices of drivers; end-to-end vehicle registration; license plate auction management system; traffic signal system management; handling administrative violations in the field of ensuring road traffic order and safety.

- Organizing monitoring, inspection, and reporting on the implementation results of the Law.

More details can be found in Decision 1043/QD-TTg which comes into force in Vietnam from September 25, 2024.
