Content and economic - technical norms for planning activities in Vietnam

- The content and economic-technical norms for elaboration, appraisal, decision or approval, announcement and adjustment of the master plan under the national planning system in Vietnam shall comply with Circular 08/2019/TT- BKHDT guiding standards for planning activities.

- Contents and technical-economic norms serving the formulation, appraisal, decision or approval, announcement, and adjustment of plans of technical and specialized nature in Vietnam are provided in Appendix 2 of the Law on Planning and shall comply with relevant laws, specifically:

+ Circular 09/2020/TT-BTNMT promulgating economic - technical norms for making general planning of inter-provincial river basins and inter-provincial water sources;

+ Circular 11/2020/TT-BNNPTNT promulgating technical regulations and economic - technical norms for irrigation planning activities and irrigation basic survey;

+ Circular 33/2021/TT-BGTVT guiding norms for planning activities of specialized technical nature in the field of transport;

- Circular 09/2022/TT-BKHCN promulgating economic - technical norms for formulation, appraisal, announcement and adjustment of planning on development and application of atomic energy;

- Circular 04/2023/TT-BVHTTDL stipulating economic - technical levels for the formulation and adjustment of outdoor advertising planning;

- Other relevant legal documents guiding the economic - technical norms for planning activities promulgated by ministries and central agencies according to their competence.

Regarding prices in planning activities: Comply with the provisions of Circular 113/2018/TT-BTC regulating prices in planning activities.

Circular 32/2023/TT-BTC takes effect from July 14, 2023.
