Conditions for using IMT system operating in 3600-3980 MHz frequency band in Vietnam

On November 23, 2023, the Minister of Information and Communications of Vietnam promulgated Circular No. 13/2023/TT-BTTTT on the planning for the 3560-4000 MHz frequency band for the IMT mobile communication system of Vietnam.

Conditions for using IMT system operating in 3600-3980 MHz frequency band in Vietnam

According to the Circular, an IMT system operating in the 3600-3980 MHz frequency band shall meet the use conditions as follows:  

- Conditions for avoiding harmful interference to earth stations of the fixed satellite system (hereinafter referred to as "earth stations") in the list prescribed in Clause 3 Article 4 of Circular no. 13/2023/TT-BTTTT: the power flux density (PFD) of the emission from the IMT system shall comply with the regulations prescribed in Section 1 of Appendix I enclosed with Circular No. 13/2023/TT-BTTTT.

- Conditions for avoiding harmful interference to earth stations with functions of telemetry, tracking, and control of satellites (hereinafter referred to as “TT&C stations”) and earth stations operating in the Inmarsat Hai Phong terrestrial satellite network (hereinafter referred to as “HPLES stations”) as prescribed in Section 2 Appendix I enclosed with Circular No. 13/2023/TT-BTTTT:

+ Not implementing base station equipment of the IMT system (hereinafter referred to as "IMT base station") using the 3600-3980 MHz frequency band within a distance from 0 to 5 km from the antenna location of the TT&C station or the antenna location of the HPLES station, except for special cases where the use of the IMT base station is assessed as safe and non-interference to the TT&C station (in case of being within the scope of the TT&C station) or HPLES station (in case of being within the scope of the HPLES station) by the respective governing body of the concerned station;  

+ The power flux density (PFD) of the emission from the IMT system shall comply with Section 3 of Appendix I enclosed with Circular No. 13/2023/TT-BTTTT.

- Conditions for avoiding harmful interference to radio altimeters: the IMT base station shall have an equivalent isotropic radiated power (EIRP) and a spurious emission power in the 4200-4400 MHz in compliance with Appendix II enclosed with Circular No. 13/2023/TT-BTTTT.
