Conditions for providing KT1 postal services with the public postal network in Vietnam

Minister of Information and Communications issues Circular 15/2022/TT-BTTTT dated October 31, 2022 guiding the Decision 37/2021/QĐ-TTg on the Postal Network serving Party and State agencies (KT1) in Vietnam.

Specifically, when public postal networks in Vietnam provide KT1 postal services, they must meet the following requirements:

- At the provincial level: post offices must be established to operate KT1 postal services.

- At district and commune levels: areas must be arranged to exclusively exploit KT1 postal services.

In case the commune level cannot arrange an area to exclusively exploit KT1 postal service, Vietnam Post Corporation proactively arranges a location to meet service provision requirements and ensure safety and security.

- Appoint employees responsible for KT1 postal service provision activities.

- Priority is given to providing KT1 postal services before all other types of postal services.

* KT1 postal service is the acceptance, transportation, and delivery of letters, packages, and parcels of documents; documents and objects containing state secrets via the KT1 postal network.

Circular 15/2022/TT-BTTTT takes effect on January 1, 2023.
