Conditions for promotion to professional titles of public employees specialized in vocational education from October 15, 2023 in Vietnam

Vocational education public employees in Vietnam can register to take the exam or be considered for promotion to an adjacent higher professional title when they fully meet the following standards and conditions:

- Appointed by a competent agency, organization, or unit to participate in the exam or be considered for promotion to the professional title of public employee specializing in vocational education.

- Meets the standards and conditions specified in Point a, Clause 1, Article 32 of Decree 115/2020/ND-CP regulating the recruitment, use, and management of public employees.

- Meet the standards and tasks of the professional title class registered to take the exam or be considered for promotion according to the provisions of Chapter II Circular 07/2023/TT-BLDTBXH. In case an officer meets the standards specified in Clauses 6 and 7, Article 39 of Decree 115/2020/ND-CP, he/she meets the requirements for foreign language and information technology standards of the class registering for the exam or promotion consideration. .

Profile, form and content of promotion of professional titles of public employees specialized in vocational education from October 15, 2023

Promotion of professional titles of public employees specialized in vocational education is organized in the form of exams or promotions.

- For rank promotion exam: Documents, form, content and time of promotion exam for professional positions of public employees specialized in vocational education shall comply with the provisions of Article 36 and Article 39 of Decree 115/2020/ND-CP.

- For promotion consideration:

+ Registration dossiers for consideration for promotion of professional titles of public employees specialized in vocational education shall comply with the provisions of Article 36 of Decree 115/2020/ND-CP;

+ Form of promotion consideration: Document appraisal;

+ Contents of promotion consideration: check documents; evaluate the satisfaction of the components of the registration application for promotion consideration; Appraisal of meeting the requirements of standards, conditions, and tasks of the proposed class title standards according to the provisions of Article 16 of Circular 07/2023/TT-BLDTBXH for dossiers assessed to meet composition requirements and submitted on time;

+ The organization of consideration for promotion of professional titles of public employees specialized in vocational education is carried out through the Council for promotion of professional titles established by the head of the agency or unit competent to organize consideration for promotion of professional titles. The principles and methods for the Professional Title Promotion Review Council to perform its duties and powers according to the provisions of the law must be specified in the Rank Promotion Organization Plan approved by the competent authority.

- The consideration for special promotion of professional titles of officials specialized in vocational education is carried out according to the provisions of Article 41 of Decree 115/2020/ND-CP.

Circular 07/2023/TT-BLDTBXH takes effect on October 15, 2023, and replaces Circular 03/2018/TT-BLDTBXH dated June 15, 2018, and Circular 12/2019/TT-BLDTBXH dated August 12 2019.
