Conditions for Operational Permission for Customs Vessels

On April 26, 2019, the General Department of Customs issued Decision 1288/QD-TCHQ promulgating regulations on technical management and the management and use of watercraft in the customs sector.

vessels under the Customs sector are permitted to operate when granted a Technical Safety Certificate by the registration authority, have complete registration documents, and must undergo periodic inspections as stipulated.

Additionally, Decision 1288 clearly specifies cases of restrictions or prohibitions on vessel operation, such as:

- Vessels becoming unstable due to the stability coefficient changing beyond the permissible limits;- Safety equipment such as life-saving, firefighting, and anti-sinking devices being insufficient or damaged;- Malfunctioning or unrepaired systems on the vessel, such as the steering system, anchor system, etc.;- Lack of documents ensuring legal compliance, such as Registration Certificate, vessel registration, deployment order, sea-going permit, etc.;- …
