Recently, the Ministry of Education and Training has promulgated Decision 758/QD-BGDDT announcing the list of conditional investment and business sectors and professions under the management scope of the Ministry of Education and Training.

Kindergartens, nursery schools, and daycare centers to engage in educational activities must meet the following conditions:

- Have a decision to establish or permission to establish by the Chairman of the District People's Committee;- Have land, school premises, facilities, and equipment that meet the requirements to maintain and develop educational activities;- Ensure the standards, quantity, and reasonable structure of the team of officials, teachers, and staff;- Have sufficient financial resources to maintain and develop educational activities;- Have regulations on organization and operation.

The aforementioned conditions are specifically stipulated in Article 5 of Decree 46/2017/ND-CP, Clause 2, Article 1 of Decree 135/2018/ND-CP.
