On October 14, 2024, the Minister of National Defense issued Circular 69/2024/TT-BQP stipulating the registration, management, and use of motor vehicles and transport construction machinery under the management of the Ministry of National Defense of Vietnam.
The Conditions for military vehicles to participate in traffic in Vietnam from January 1, 2025, are stipulated as follows:
- For motor vehicles:
+ Vehicle license plate;
+ Registration certificate;
+ Valid inspection sticker;
+ Auxiliary number system;
+ Vehicle work permit;
+ For goods transport vehicles, cargo documentation is required. Special cases shall be implemented according to the law.
- For special-purpose machines: Implement according to provisions at points a, b, c, d, e, clause 1, Article 27 of Circular 69/2024/TT-BQP.
- When performing driving practice training tasks, besides the provisions in clause 1, Article 27 of Circular 69/2024/TT-BQP:
+ Learner driver's license;
+ Learner vehicle plate.
- In cases of testing, experimenting:
+ Repair order or testing, experimentation plan approved by the competent authority;
+ "Test vehicle" sign with a red background and white letters (dimensions 297 mm x 210 mm) hanging at the front and rear of the vehicle.
- Motor vehicles serving Communist Party and State leadership:
+ Vehicle license plate;
+ Registration certificate as per Forms 04a, 04b, Appendix I attached to Circular 69/2024/TT-BQP;
+ Other documents as prescribed by law.
- Vehicles with civilian plates of military enterprises shall comply with current legal provisions.
- Military vehicles must register and manage according to conformable of the law and the Ministry of National Defense.
- Manage the quantity, quality, type, brand, vehicle group, usage status, and synchronization; implement comprehensively, strictly, consistently from the grassroots level to the management departments of operational and strategic levels.
- Use for the right purposes, tasks, vehicle groups, combat-technical features; ensure absolute safety and efficiency.
Circular 69/2024/TT-BQP is effective in Vietnam from January 1, 2025, and replaces Circular 169/2021/TT-BQP.
