Conditions for issuing new specialized digital signatures and digital certificates for public service in Vietnam from August 15, 2024

Article 7 of Decree 68/2024/ND-CP stipulates the following conditions for issuing new specialized digital signatures and digital certificates for public service:

(1) Conditions for issuing new specialized digital signatures and digital certificates for public service to individuals

• Must be individuals from agencies and organizations specified in Article 2 of Decree 68/2024/ND-CP and have the need for electronic transactions;

• Must have a written request from the direct managing agency or organization.

(2) Conditions for issuing new specialized digital signatures and digital certificates for public service to agencies and organizations

• Must be a legal entity as specified in Article 2 of Decree 68/2024/ND-CP;

• Must have a decision establishing the agency or organization or confirmation from the head of the directly superior agency or organization;

• Must have a written request from the direct managing agency or organization.

(3) Conditions for issuing new specialized digital signatures and digital certificates for public service to devices, services, and software

• The device, service, or software must be owned or managed by a legal entity specified in Article 2 of Decree 68/2024/ND-CP;

• Must have a written request from the direct managing agency or organization.

Validity period of specialized digital signatures and digital certificates for public service in Vietnam

The validity period of specialized digital signatures and digital certificates for public service is as follows:

• The specialized digital signatures and digital certificates for public service of the organization providing the digital signature certification services have a validity period of 20 years.

• The newly issued specialized digital signatures and digital certificates for public service for subscribers have a maximum validity period of 05 years.

• The specialized digital signatures and digital certificates for public service for subscribers that are renewed have a maximum renewal period of 03 years.

• For specialized digital signatures and digital certificates for public service used for issuing and checking electronic chip-embedded passports, the validity period is regulated in Article 23 of Decree 68/2024/ND-CP. For specialized digital signatures and digital certificates for public service used for issuing and checking electronic chip-embedded ID cards, the validity period is regulated in Article 26 of Decree 68/2024/ND-CP.
