Conditions for imported goods to be transported to another seaport in Vietnam

Recently, the Ministry of Finance of Vietnam has promulgated Circular 82/2021/TT-BTC regulating customs supervision of goods Imported goods move to border gates in case imported goods are congested or at risk of congestion at seaports where social distancing is implemented according to Directive 16/CT- TTg.

According to this Circular, if there is a written request from the port business enterprise and the confirmation of the Maritime Administration about the congestion or the risk of congestion at the seaport, the imported goods stored at the seaport will be transported. Regarding other seaports, and inland ports, the ICD must fully satisfy the following requirements:

- Goods according to the names of goods declared on the E-manifest System that are not on the List of imported goods subject to customs procedures at the import border gate as prescribed in Decision 23/2019/QD-TTg of Vietnam dated June 27th/ 2019;

- Goods in full containers (not transporting bulk goods).

- Goods that have not yet been registered in the import customs declaration.

- Goods not on the list of monitoring, inspection and handling at the request of the authorities.

Note: Seaport enterprises stop transporting imported goods to other seaports, inland ports, ICDs when the number of imported containers in stock decreases to 90% of the planned capacity of loading and unloading containers. 

Circular 82/2021/TT-BTC of Vietnam takes effect from September 30, 2021.
