Conditions for ethnic minority language training and retraining institutions in Vietnam

According Circular 09/2023/TT-BGDDT, conditions for ethnic minority language training and retraining institutions in Vietnam include:
 
(1) A university or college educational institution with a major in teacher training must satisfy the following conditions:
 
- Lecturers with university degrees or higher in the group of Vietnamese languages, literature, and culture at the same time, have an understanding of ethnic minority languages and cultures suitable to the planned training and retraining program;
 
- The detailed program and training and retraining documents are developed according to the framework program of the Ministry of Education and Training;
 
- Facilities, libraries, classrooms, function rooms, practice rooms, and other equipment to meet the requirements of ethnic minority language training and retraining programs;
 
- Having a project to organize training and retraining of ethnic minority languages.
 
(2) For continuing education centers, vocational education - continuing education centers must satisfy the following conditions:
 
- Teachers with college degrees or higher; have a certificate of training for teachers of ethnic minority languages; or have knowledge of ethnic minority languages and cultures suitable to the proposed training program;
 
- The detailed program and training materials are developed according to the framework program of the Ministry of Education and Training of Vietnam and issued by the competent authority;
 
- Facilities, equipment, and classrooms meet the requirements of ethnic minority language training programs;
 
- There is a project to organize the training of ethnic minorities' languages.
 
(Meanwhile, Circular 36/2012/TT-BGDDT stipulating that the organization of teaching, testing, and granting certificates of ethnic minority languages must comply with ethnic minority language teaching programs promulgated by the Ministry of Education and Training;

Ensure physical facilities, lecturers, and teachers; textbooks, documents, and textbooks selected or compiled according to the requirements on duration and knowledge structure specified in each ethnic minority language teaching program)
 
Circular 09/2023/TT-BGDDT takes effect from June 3, 2023 and replaces Circular 36/2012/TT-BGDDT.
