Recently, the Government of Vietnam issued Decree 93/2020/ND-CP detailing certain provisions of the Law on Libraries.
In this Decree, the Government of Vietnam has stipulated the conditions for establishing community libraries in Vietnam as follows:
- Having organizational goals and library activities that are appropriate and meet the functions and tasks specified in Clauses 1 and 3, Article 16 of the Library Law, not contrary to the provisions of the law; having as its service audience the community residents and other individuals suited to the library's operational goals;
- Possessing at least 1,500 book copies (including digital materials);
- Ensuring adequate area and infrastructure for storing information resources, library amenities with a reading space of at least 25 m² for library users;
- Ensuring environmental hygiene, landscape, security equipment, safety and fire prevention; not affecting order and traffic safety in the area;
- Library staff must have graduated from high school or higher; having at least one person who has attended training or been instructed in library professional skills.
