Conditions for enterprises to auction the right to use radio frequencies in the 2300-2400 MHz band in Vietnam

On February 21, 2023, the Ministry of Information and Communications of Vietnam issued Decision 219/QD-BTTTT approving the plan to organize the auction of the right to use radio frequencies for the 2300-2400 MHz band.

According to Vietnam's Decision 219/QD-BTTTT, enterprises participating in the auction of the right to use radio frequencies for the 2300-2400 MHz band must meet the following conditions:

- Eligibility to be considered for a license to establish a telecommunications network, including:

+ Conditions to be considered for issuance of a license to establish a public telecommunications network using frequency bands granted through auction in accordance with the telecommunications legislation;

+ Complying with regulations of law on telecommunications for ownership in telecommunications service business, form, conditions and percentage of capital contribution of foreign investors.

- Meeting the requirements of the auction, including:

+ Completing previous financial obligations to the State regarding telecommunications and radio frequencies (if any);

+ Requirements to deploy telecommunications network:

Enterprises participating in the auction can deploy telecommunications networks and services using IMT-Advanced (4G) or IMT-2020 (5G) technology.

Requirements for deployment of telecommunications networks applicable to enterprises participating in auctions of the right to use radio frequencies for the 2300-2400 MHz band are specified in the Appendix to the auction organization plan attached to Vietnam's Decision 219/QD-BTTTT
