The Ministry of Labor, War Invalids and Social Affairs promulgates Circular 25/2017/TT-BLDTBXH stipulating the conditions, content, and forms of examination or consideration for promotion in professional titles of public employees in the social work specialty (CTXH) within public service providers.

Public employees may register for exams or consider a promotion in their specialized professional title (CDNN) in social work when they meet the following conditions:

- The public non-business unit has a demand and is authorized by the competent authority to nominate for the exam or consider the promotion;- The employee currently holds a professional title (CDNN) with the same first four digits in the CDNN code as the one registered for the exam or promotion consideration;- Meets the standards of the professional title registered for the exam or promotion consideration as stipulated in Inter-circular 30/2015/TTLT-BLDTBXH;- Possesses adequate qualities and professional ethics; has successfully completed tasks for 3 consecutive years up to the time of applying for the exam or considering the promotion; not undergoing disciplinary action or under consideration for disciplinary action.

Circular 25/2017/TT-BLDTBXH takes effect from October 15, 2017.
