For higher education and vocational education fees in Vietnam, study the appropriate route and soon apply the tuition fee policy towards correct and sufficient calculation to promote and improve the quality of higher education and professions.

At the same time, deploy appropriate support mechanisms and policies (scholarships, tuition waivers, and reductions), allocate funds from targeted programs; implement preferential credit programs for students, and use the human resource ordering mechanisms of ministries, branches, organizations, and enterprises so as not to reduce the opportunity to enter university, especially a high-quality university for policy beneficiaries, poor students who study well, the weak, etc.

In addition, regarding tuition fees, the Deputy Prime Minister of Vietnam requested the Ministry of Education and Training to focus on implementing Resolution 74/NQ-CP of the Government; assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Finance, the Ministry of Labor, War Invalids, and Social Affairs, and relevant agencies in, urgently amending and supplementing Decree 81/2021/ND-CP according to the simplified order and procedures to submit to the Government before May 30, 2023, so that localities and education and training institutions have grounds to decide on the time and level of tuition fees for the 2023-2024 school year, in which:

It is necessary to evaluate in a radical, comprehensive, and comprehensive way to propose policies and a roadmap for tuition fee collection for preschool and general education in accordance with the people's ability to pay.

At the same time, there are support mechanisms for policy beneficiaries, the poor, the disadvantaged, and disadvantaged areas to ensure the implementation of the Party and State's policy of humanity and preeminence in universalizing preschool, primary, and lower secondary education.

Continue to promote educational socialization and autonomy for public preschool and general education institutions in areas with favorable conditions; concentrate the state budget on investment in education development in disadvantaged areas, mountainous areas, deep-lying and remote areas, ethnic minority areas, and islands; compensate for the increased tuition fees of pre-school and public general education for groups of disadvantaged, disadvantaged, and disadvantaged groups; ensure regimes, policies, and income for teachers in these areas.
