On April 20, 2023, the Ministry of Health of Vietnam issued Decision 1924/QD-BYT on the Orientation Plan for COVID-19 vaccination communication in Vietnam in 2023-2024.

The implementation period of the Plan is from April 2023 to December 2024, with many activities at the Central Government and in the provinces and centrally-run cities, for example, as follows:

- Communication in mass media:

+ The Ministry of Health of Vietnam provides information on vaccination against COVID-19 in a daily, irregular bulletin, timely, transparent, and accurate in its transmission to press agencies to carry out communication with the people and the community.

+ The Ministry of Health of Vietnam coordinates with the Ministry of Information and Communications of Vietnam and press agencies to develop, publish, and broadcast articles, reportages, seminars, online exchanges, television, and radio programs on implementing vaccination in the new situation, mobilizing people to vaccinate in full doses and on schedule as recommended by the health sector.

+ Inviting reporters from press agencies to participate in practical vaccination activities to promptly report and reflect the results of the activities.

- Communication on social networks:

+ Implement communication on social networking sites of the Ministry of Health of Vietnam and central units: Facebook, Zalo, Viber, TikTok, Lotus, and other types of Internet application communication about vaccination activities.

+ The Ministry of Health coordinates international organizations, such as WHO, UNICEF, and other organizations, to conduct communication on social networks.

- Creation of communication materials:

+ Regularly update scientific information on vaccines against COVID-19, the disease situation in the world, and in Vietnam to develop and complete messages, recommendations, and communication materials on vaccination against COVID-19;

+ Communication materials for COVID-19 vaccines include: infographics, video clips, audio clips, leaflets, posters, Q&A documents, communication products on social networks, and other types of communication using Internet applications. ; in Vietnamese, some ethnic minority languages, and some foreign languages.

- Communicating via SMS in case of necessity, conveying to mobile subscribers to recommend people to fully participate in vaccination on schedule. Integrate the activities of the Ministry of Health Hotline to provide timely information and advice to people on vaccination against COVID-19.

- Coordinating with ministries, sectors, agencies, and international organizations to develop and implement campaigns, plans, and communication activities on vaccination against the COVID-19 vaccine to mobilize the support and participation of the people and the whole society.

- Improving capacity for communication on vaccination against COVID-19 vaccine: coordinate with WHO Vietnam, UNICEF Vietnam, and other international organizations to organize training on risk communication of COVID-19 vaccines for press reporters, health workers, and vaccination officers.

- Collecting information, listening to public opinion and social networks to monitor timely detection, and providing scientific, accurate, and transparent information to refute and promptly handle rumors and fake news that adversely affect vaccination work.

Establishing the Technical Working Group (TWG) to communicate COVID-19 vaccination and promptly manage communication crises related to COVID-19 vaccination and post-vaccination incidents in Vietnam.

- Communicating about good examples in the work of vaccination against COVID-19.
