Code and classification of professional titles for public employees in the science and technology sector in Vietnam from February 15, 2025

The code and classification of public employee occupational titles in the science and technology sector are regulated as follows:

(1) The public employee occupational titles in the science and technology sector include: the scientific research title group; the technology title group.

(2) The scientific research title group includes:

- Scientific research titles:

+ Senior Researcher (Class I) - Code: V.05.01.01

+ Principal Researcher (Class II) - Code: V.05.01.02

+ Researcher (Class III) - Code: V.05.01.03

+ Research Assistant (Class IV) - Code: V.05.01.04

- Technology titles:

+ Senior Engineer (Class I) - Code: V.05.02.05

+ Principal Engineer (Class II) - Code: V.05.02.06

+ Engineer (Class III) - Code: V.05.02.07

+ Technician (Class IV) - Code: V.05.02.08

Additionally, the general professional ethics standards for public employees in the science and technology sector are also stipulated as follows:

- Have a high sense of responsibility for assigned tasks, always comply with the law, always fully and correctly perform the obligations of public employees in professional activities.

- Be honest, united, willing to learn, cooperative, creative, ready to embrace and learn new things, self-improve, be conscious of protecting state secrets in science and technology, ensure national defense and security.

Public employees appointed to public employee occupational titles in the science and technology sector according to legal regulations prior to the effective date of Circular 11/2024/TT-BKHCN are deemed to meet the professional competence standards of public employee occupational titles in the science and technology sector as specified in Circular 11/2024/TT-BKHCN, corresponding to the occupational title to which they have been appointed.

In cases of considering promotion to a higher occupational title, they must meet the conditions and standards specified in Circular 11/2024/TT-BKHCN.

For public employees holding professional titles in the science and technology sector who have certificates of completing training programs as stipulated in Clause 4, Article 17 of Decree 101/2017/ND-CP, it is not required to participate in training programs according to the standards of corresponding occupational titles in accordance with Circular 11/2024/TT-BKHCN.
