Classification of telecommunication services in Vietnam from December 24, 2024

Telecommunication services in Vietnam from December 24, 2024, are classified as follows:

(1) Basic telecommunication services include:

- Voice services;

- Messaging services;

- Fax services;

- Video conferencing services;

- Dedicated line services;

- Data transmission services;

- Transmission services for broadcasting and television;

- Machine-to-machine transmission services;

- Virtual private network services;

- Internet connection services;

- Services for leasing entire or partial telecommunications networks;

- Additional telecommunication services associated with basic telecommunication services, which enhance features and utilities for users, being an inseparable part and provided together with basic telecommunication services;

- Other basic telecommunication services as regulated by the Ministry of Information and Communications.

(2) Value-added telecommunication services include:

- Email services;

- Voicemail services;

- Value-added fax services;

- Internet access services;

- Data center services;

- Cloud computing services;

- Basic internet telecommunication services;

- Other value-added telecommunication services as regulated by the Ministry of Information and Communications.

(3) Based on technological characteristics, the method of transmission, scope of communication, form of service provision, and service fee payment method, the telecommunication services specified in (1) and (2) may be further detailed or combined into specific types of services associated with these factors.

(4) Based on the service classification specified in (1), (2) and (3), the market development situation, and telecommunication management policies in each period, the Ministry of Information and Communications of Vietnam shall issue the list of telecommunication services.
