The Minister of National Defense has promulgated Circular 195/2019/TT-BQP detailing a number of articles and measures for the implementation of Decree 18/2019/ND-CP on the management and execution of post-war unexploded ordnance clearance activities.

Certificate of investigation, survey, and demining of unexploded ordnance includes organizational competency certificates and individual competency certificates, wherein:

- Organizational Competency Certificate: Issued to organizations or units that meet the technical and safety conditions as prescribed, in accordance with national and international standards, to carry out consulting, supervision, and the investigation, survey, and demining of unexploded ordnance.

This certificate is valid for 03 years.

- Individual Competency Certificate: Issued to individuals who have completed training programs related to the investigation, survey, and demining of unexploded ordnance including certificates for team leaders, technicians, supervision certificates, and specialized training certificates.

This certificate is valid for 05 years.
