Clarification on the Issuance of Permits, Badges, and Black Boxes for Trucks

Recently, the Ministry of Transport (GTVT) issued Official Dispatch No. 6675/BGTVT-VT to address concerns regarding the issuance of Transport Business Licenses by automobile, attachment of signs, and journey monitoring devices.

A goods transport business unit that does not collect direct payment must be granted a transportation business license by automobile, attach a badge, and a journey monitoring device if it falls into one of the following cases:

- Using a vehicle to transport dangerous goods;- Using a vehicle to transport oversized and overweight goods; operating an overweight vehicle, an oversized vehicle, a tracked vehicle on the road;- Having 05 or more vehicles;- Using a vehicle with a permissible payload from 10 tons or more to transport goods.

Note: When using the vehicle to transport goods, the driver must carry the types of documents as stipulated in Clause 2, Article 58 of the Road Traffic Law and the Transport Document as per Appendix 28 of Circular 63/2014/TT-BGTVT to present upon inspection.
