Circular 02: Principles for the Use of the Nationality Register from May 24, 2020

Recently, the Ministry of Justice issued Circular 02/2020/TT-BTP guiding the use and management of nationality record templates and nationality documents.

official responsible for nationality work must record in the Nationality Register by themselves. The entries must be accurate; handwriting must be clear, fully formed, without abbreviations, and without erasures; only one color of ink should be used in the register, and red ink is not allowed.

In the case of using information technology to print the Nationality Register from the machine, it must be printed with good quality black ink that does not smudge, blur, or fade.

In the case of processing and handling nationality matters under the one-stop or interconnected one-stop service mechanism, the official responsible for receiving documents at the "One-Stop" section is the person who records in the Case Handling Register for nationality matters.

Additionally, according to this Circular, the Nationality Register must be sealed from the first page to the last page right from the time the register is opened. Entries must be made consecutively in order of each page, without leaving any blanks.
