According to Circular 01/2016/TT-BLDTBXH guiding voluntary social insurance (VSI), the time of pension entitlement stipulated in Article 76 of the Law on Social Insurance and Clause 1 of Article 6 of Decree 134/2015/ND-CP is guided as follows:

- The time to start receiving a pension is the 1st day of the month immediately following the birth month of the year in which the social insurance participant is eligible for pension benefits according to Points a, b, Clause 2, Article 5 of Decree 134/2015/ND-CP.

In the case that the birth month is December, the time to start receiving a pension is January 1 of the year immediately following the year in which the social insurance participant is eligible for pension benefits.

- If only the year of birth can be determined for the social insurance participant, the time to start receiving a pension is January 1 of the year immediately following the year the social insurance participant is eligible for pension benefits according to Points a, b, Clause 2, Article 5 of Decree 134/2015/ND-CP.

- The time to start receiving a pension is the 1st day of the month immediately following the month of stopping voluntary social insurance contributions and requesting pension benefits in the case of eligibility for pension benefits according to Clause 2, Article 5 of Decree 134/2015/ND-CP while continuing to participate in voluntary social insurance.

The policies stipulated in this Circular are applied from January 1, 2016.
