On October 21, 2024, the Minister of Finance issued Circular 73/2024/TT-BTC, stipulating the collection rates, exemptions, and policies for collecting and submitting charges for the issuance, replacement, and reissuance of ID cards.
The charges for replacing and reissuing ID cards in Vietnam are as follows:
- The charge for reissuing a citizen ID card to an ID card as stipulated in Clause 3, Article 21 of Decree 70/2024/ND-CP is 30,000 VND per ID card;
- The charge for reissuing an ID card in the cases stipulated in Clause 1, Article 24 of the Identity Law 2023 is 50,000 VND per ID card;
- The charge for renewing an ID card in the cases stipulated in Clause 2, Article 24 of the Identity Law 2023 is 70,000 VND per ID card.
From October 21, 2024, to the end of December 31, 2024, the charge for replacing and reissuing an ID card is 50% of the above-stated charge rates. From January 1, 2025, onward, the charges will apply as per the above regulations, except for the following provision.
From January 1, 2025, to the end of December 31, 2025, the charge for replacing and reissuing an ID card when citizens submit applications online is 50% of the above-stated charge rates. From January 1, 2026, onward, the charges will be implemented as per the above regulations.
Moreover, regulations on declaring and paying charges are as follows:
- charge payers must pay the charges when completing the procedures for reissuing or renewing an ID card to the charge-collecting organization by the method specified in Circular 74/2022/TT-BTC.
- The charge-collecting organization must remit 100% of the collected charges to the state budget (central budget) according to the chapters and sub-sections of the current state budget index. The cost for collecting the charges shall be covered by the state budget (central budget) allocated in the budget estimates of the charge-collecting organization according to the policies and regulations on state budget expenditure. The charge-collecting organization must declare, collect, and pay charges according to the provisions of Circular 74/2022/TT-BTC.
