Changes to the citizenship registration dossier of overseas Vietnamese from February 15, 2024

On December 26, 2023, the Minister of Foreign Affairs in Vietnam issued Circular 06/2023/TT-BNG amending Circular 01/2011/TT-BNG regulating the procedures for granting permits for the entry of human corpses, remains and ashes into Vietnam; Circular 02/2011/TT-BNG guiding the procedures for the registration of Vietnamese citizens abroad; Circular 04/2020/TT-BNG providing guidelines for the issuance, renewal or revocation of diplomatic/official passports, and issuance of diplomatic notes requesting visas from foreign countries.

Changes to the citizenship registration dossier of overseas Vietnamese from February 15, 2024

The citizenship registration dossier of overseas Vietnamese from February 15, 2024 will include:

(1) The applicant will submit 01 dossier, including:

- 01 completed citizenship registration form (which can be submitted online on the representative office's web portal);

Note: The citizenship registration form will follow Form 01/LS-DKCD issued with Circular 06/2023/TT-BNG. (Currently, it follows Form 01/NG-DKCD issued with Circular 02/2011/TT-BNG)

- 01 photocopy of the Vietnamese passport or other documents substituting for the Vietnamese passport as stated in Clause 1, Article 2 of Circular 02/2011/TT-BNG;

- 01 photocopy of identification documents for those specified in Clause 2, Article 2 of Circular 02/2011/TT-BNG.

In case the Vietnamese citizen does not have a personal identification number, he./she must submit 01 photocopy of the identification document and 01 photocopy of a document proving Vietnamese nationality as specified in Article 11 of the Vietnamese Nationality Law 2008, amended and supplemented in 2014 (Birth Certificate; ID Card; Decision on Naturalization, Decision on Resuming Vietnamese Nationality, Decision on Recognizing Adoption of Foreign Children by Vietnamese Nationals, Decision on Allowing Foreigners to Adopt Vietnamese Children).

(Currently, according to Circular 02/2011/TT-BNG, 01 photocopy of identification document and 01 photocopy of a document proving Vietnamese nationality as specified in Article 11 of the Vietnamese Nationality Law 2008 (Birth Certificate; ID Card; Decision on Naturalization, Decision on Resuming Vietnamese Nationality, Decision on Recognizing Adoption of Foreign Children by Vietnamese Nationals, Decision on Allowing Foreigners to Adopt Vietnamese Children) are required for cases specified in Clause 2, Article 2 of Circular 02/2011/TT-BNG).

- 01 pre-stamped envelope with the recipient's address in case the applicant requests to receive results by post.

More details can be found in Circular 06/2023/TT-BNG effective from February 15, 2024.
