On November 15, 2024, the Minister of Transport of Vietnam issued Circular 47/2024/TT-BGTVT stipulating the order and procedures for inspection, exemption from initial inspection for motor vehicles, and specialized motor vehicles; the order and procedures for certification of technical safety and environmental protection for modified motor vehicles, and modified pecialized motor vehicles; the order and procedures for inspection of emissions from motorcycles and mopeds.
- Cases eligible for inspection outside registration facilities include specialized motor vehicles; motor vehicles operating on islands without registration facilities; motor vehicles operating in areas secured for safety, security, and defense; motor vehicles only operating within ports, mines, construction sites; motor vehicles undertaking urgent disaster prevention and control tasks; four-wheeled motor vehicles for carrying people and goods in areas where no registration facilities are available; oversized and overloaded motor vehicles exceeding the capacity of inspection equipment at registration facilities.
- During the inspection, the registration facility must have sufficient tools and equipment as per the regulations stipulated in the National Technical Standards on the physical infrastructure and positioning of motor vehicle registration facilities, and motorbike and motorcycle emission inspection facilities (hereafter referred to as Standards for Registration Facilities).
- The inspection site must have a brake effectiveness and lateral slip testing road meeting the regulations in the National Technical Standards on automobiles, trailers, semi-trailers, four-wheeled motor vehicles for carrying people and goods in technical safety inspection and environmental protection when inspecting motor vehicles; a brake testing road meeting the regulations in the National Technical Standards on technical safety and environmental protection quality for specialized motor vehicles when inspecting specialized motor vehicles.
- Inspection outside registration facilities is conducted upon the vehicle owner's request in the specified cases or as part of the periodic inspection plans of the registration facility for motor vehicles operating on islands.
