Cases of public security patrolling and controlling while disguised

This is the content at Circular 54/2022/TT-BCA dated November 14, 2022 stipulating the operational process of patrol and control of the Mobile Police promulgated by the Minister of Public Security of Vietnam.

According to Vietnam's Circular 54/2022/TT-BCA, the Mobile Police on patrol and public control in combination with disguises shall be carried out in the following cases:

- To assist in the fight against crime and other illegal acts as needed.

(Compared with Vietnam's Circular 58/2015/TT-BCA, adding the case of "other violations of law" upon request.)

- When there are complicated developments in security and order.

The Commander of the Public Security Bureau and the Director of the Provincial Police shall decide on the public patrol and control combined with the disguise.

At the same time, the implementation of public patrol and control in combination with disguises must have an implementation plan and be approved by the Commander of the Public Security Bureau and the Director of the Provincial Police.

When patrolling and controlling, they must arrange for disguised officers (in plain clothes) to grasp the situation and promptly detect, fight, and prevent violations of the law on security and order within the area, target, route, and assigned area.

In the event they detect illegal acts, they must immediately notify the patrol department for control and handling in accordance with the law.
