The Prime Minister of Vietnam issued Official Telegram 111/CD-TTg dated November 4, 2024, focusing on the urgent tasks and key solutions to combat illegal, unreported, and unregulated (IUU) fishing—commonly referred to as the '03 no' fishing vessels—preparing to welcome and work with the fifth Inspection Delegation from the European Commission.
The Prime Minister of Vietnam requires the relevant Committees, Ministries, sectors, and localities to organize thorough dissemination, specific assignment, clearly define the responsibilities of each agency and unit, completion time, and results achieved to implement seriously and effectively the tasks and solutions against IUU fishing as outlined in Directive 32-CT/TW of the Party Secretariat, Resolution 52/NQ-CP of the Government of Vietnam, and the directives of the Prime Minister of the Government of Vietnam, Head of the national directing committee on IUU. Responsibility is attached to the heads of the party committees, party organizations, and administrations at all levels in performing anti-IUU exploitation tasks; promptly motivate, commend, and strictly review, handle liability for cases of unfinished responsibilities and tasks assigned.
Proactively and promptly coordinate among Ministries, sectors, localities, and forces in sharing information, combating, preventing, and handling violations of IUU exploitation. Direct the law enforcement forces to launch a peak campaign in November with coordinated deployment for patrolling, inspecting, and controlling the handling of “03 no's” fishing vessels, those lacking eligibility to engage in illegal fishing activities, deregistered vessels continuing operations... Completely handle “03 no's” fishing vessels by November 20, 2024.
Apply technology, artificial intelligence, and data analysis to review and identify areas and fishing vessels frequently violating fishing in foreign waters to focus on control forces, prevention, and handling, especially in the provinces: Kien Giang, Binh Dinh, Ca Mau (where illegal exploitation of marine resources by fishing vessels continues to occur in foreign waters); inspect, investigate, identify the causes, responsibilities, solutions, suggest amendments, complete legislation, technical solutions, and appropriate policies for effective and substantial management.
Ensure resources, budgets, promptly rectify existing deficiencies and limitations; prepare the best content and conditions to welcome and work with the EC inspection team for the 5th time; not to be passive, unexpectedly affecting the national efforts to lift the "Yellow Card" warning.
The Ministry of Agriculture and Rural Development of Vietnam directs and accelerates the registration, inspection, licensing of fishing operations, handling of “03 no's” fishing vessels, ensuring completion by November 20, 2024; consolidate and report the results to the Prime Minister of the Government of Vietnam.
