On July 26, 2024, the Minister of Home Affairs (Hanoi, Vietnam) issued Circular 09/2024/TT-BNV providing guidance on the structure of public employees according to professional titles and the staffing norms in public service providers in the field of archives.
According to Article 3 of Circular 09/2024/TT-BNV, the basis for determining the structure of public employees by professional title and the number of employees in central and provincial-level historical archival units of the State in Vietnam is stipulated as follows:
- The structure of public employees by professional title in central and provincial-level historical archival units of the State is determined according to the provisions of Clause 5, Article 3, Clause 3, Article 4 of Decree 106/2020/ND-CP by the Government of Vietnam on employment positions and the number of employees in public service providers.
- The number of employees in central and provincial-level historical archival units of the State is determined according to the provisions of Clause 2, Article 4 of Decree 106/2020/ND-CP and the following bases:
+ Volume of documents.
+ Number and characteristics of the source of documents submission.
+ Type of documents.
+ Physical condition of the documents.
+ Linguistic characteristics of the documents.
+ Requirements for utilizing the value of documents.
+ Requirements for conducting archival professional activities.
+ Current state of specialized archive storage facilities, information infrastructure, and the level of information technology application.
- The number of employees in central and provincial-level historical archival units of the State does not include the number of employees in support and service positions.
- For paper archival documents: for every 300 meters of shelf space for documents exceeding 2,000 meters, an additional 01 employee is allocated.
- For electronic archival documents:
+ Storage capacity: for every 1,000,000 megabytes, an additional 01 employee is allocated;
+ Number of hours of audio and video recordings: for every 500 hours of audio or video, an additional 01 employee is allocated.
- For woodblock archival documents: for every 1,500 woodblocks exceeding 15,000 woodblocks, an additional 01 employee is allocated.
- For State State historical archival unit with specialized storage facilities, a maximum of 03 additional employees may be allocated.
