Available in Vietnam: List of communes with special disadvantages for the period of 2021-2025

On June 4, 2021, the Prime Minister of Vietnam issued Decision 861/QD-TTg approving the list of communes in Region III, Region II and Region I belonging to ethnic minorities and mountainous areas in the 2021-2025 period.

According to the decision, a list of 3,434 communes in 51 provinces and municipalities belonging to ethnic minority and mountainous areas in Vietnam was approved, including: 1,673 communes in Area I, 210 communes in Area II, and 1,551 communes in Area III (communes with special disadvantages).

List of communes in regions I, II and III issued together with Decision 861/PLII

At the request of the People's Committee of the province or centrally run city, the Committee for Ethnic Minority Affairs of Vietnam shall summarize, appraise, and report to the Prime Minister of Vietnam. The Prime Minister of Vietnam then shall consider adjusting and supplementing the list of communes in ethnic minority and mountainous areas due to the completion of new rural construction, division or merger of boundaries, new establishment or modification of the name of an administrative unit according to current regulations.

Note: Areas III and II communes approved in Decision 861, if recognized as meeting new rural standards, will be identified as zone I communes. These communes will cease to enjoy the policies applied to area III and region II communes from the effective date of the decision of the competent authority recognizing the commune to meet the new rural standards.

Decision 861/QD-TTg takes effect from June 4, 2021 and replaces Decisions 582/QD-TTg dated April 28, 2017, Decision 103/QD-TTg dated January 22, 2019, Decision 72/QD-TTg dated 16/01/2021.
