Recently, the Government of Vietnam issued Decree 42/2021/ND-CP stipulating the development of regular commune and town police.

According to the Decree, the Director of the Public Security of the province and city directly under the Central Government discussed and reached agreement with the Chairman of the district-level People's Committee before reporting to the Chairman of the People's Committee of the province or centrally run city to submit to the Minister of Public Security ò Vietnam for decision on the organization of a regular Commune Police; ensure that in each commune and township there are titles: Chief of Public Security, Deputy Chief of Public Security, and Public Security Officer.

Completing the organization of regular Commune Police in key communes and townships with complex security and order issues before June 30, 2021; the remaining communes and townships nationwide will complete the organization of the regular Commune Police before June 30, 2022.

Note: For communes and townships that have organized regular police, if part-time commune police are approved by the People's Committees at all levels to continue to use them to participate in ensuring security and order at the grassroots level, they shall be entitled to regimes and policies in accordance with the Ordinance on Commune Police until other legal documents are available in Vietnam.
