- Inviting foreign organizations or individuals to Vietnam to conduct religious activities in multiple provinces or international religious relations activities.

- Inviting foreign clerics or monks to preach for organizations registered for religious activities with operating areas in multiple provinces.

- Inviting foreign clerics or monks to preach for groups of foreigners conducting religious activities concentratedly.

- Foreigners studying at religious training institutions in Vietnam.

- Ordination or designation of religious titles for foreigners legally residing in Vietnam.
