Minister of Construction issues Circular 02/2024/TT-BXD dated May 20, 2024, providing guidance on determining and managing detailed planning costs according to the simplified procedures.
The competent authority approving the general ground planning organizes the appraisal and approval of cost estimates for the preparation, appraisal, and management of business operations in planning. In cases where the investor organizes the general ground planning, the authority to approve the planning preparation costs and manage the planning business operations shall follow the current regulations on construction investment cost management.
The determination of costs for preparing and appraising general ground planning is guided as follows:
- Cost for preparing general ground planning (for areas within urban development scope): determined at 65% of the cost for preparing a detailed urban plan. The cost for preparing a detailed urban plan is determined according to the current guidelines for determining the cost of preparing detailed urban planning projects.
- Cost for preparing general ground planning (for areas within a functional zone): determined at 65% of the cost for detailed construction planning of the functional zone. The cost for preparing detailed construction planning of the functional zone is determined according to the current guidelines for determining the cost of preparing detailed construction planning projects within a functional zone.
- In case the general ground planning needs to be adjusted, the cost for adjusting the general ground planning is determined according to the guidelines for determining the local adjustment costs of urban planning and current construction planning projects.
- Appraisal fee for general ground planning projects is determined according to the current regulations on appraisal fees for planning projects.
- Costs for managing the business operations of general ground planning and some other costs are determined according to guidelines related to the cost management of business operations in preparing detailed urban planning and current detailed construction planning.
