Audit process of the State Audit Office of Vietnam

According to Decision 08/2023/QĐ-KTNN, the Audit Process stipulates the order and procedures for conducting the audit work performed by the State Audit.

The audit process is built on the basis of the provisions of the Law on State Audit Office of Vietnam, the System of State Auditing Standards (SAV) and the practice of auditing activities.

The audit process includes 4 steps:

- Step 1: Prepare for the audit;

- Step 2: Carry out the audit;

- Step 3: Prepare and send the audit report;

- Step 4: Monitor and check the implementation of audit conclusions and recommendations.

Purpose of promulgating the State Audit's Auditing Process in Vietnam

- Creating a legal basis and professional framework to organize the work in an audit, the activities of the audit team, and the State Auditor (SAV);

Ensuring consistency in the organization, implementation, and management of audit activities.

- As the basis for performing the inspection, inspection, supervision, audit quality control, audit quality assessment, and professional ethics of the SAV.

- Serving as a basis for developing audit guidelines for each type and field of state audit.

- Creating a basis for building a system of forms and forms of audit records, textbooks, and training documents, fostering the ranks of state auditors.

Requirements for the audit team and members of the audit team in Vietnam

- Complying:

+ Law on State Audit Office of Vietnam;

+ Law on anti-corruption and improvement of public service ethics to prevent and combat corruption and negativity;

+ System of state economic inspection;

+ Regulations on organization and operation of the State Audit Team;

+ Regulations on quality control of audits and improvement of the quality of audit reports;

+ Other regulations of the State Audit and relevant legal documents throughout the audit process, from the step of developing the audit plan to the implementation of audit conclusions and recommendations.

- Complying with the order and procedures specified in the Auditing Process. Organizing the audit work according to the approved general audit plan of the audit (general science and technology) as prescribed.

- During the audit, the head of the audit team (hereinafter referred to as the team leader) or the audit team leaders (hereinafter referred to as the group leader) must direct the members of the audit team:

+ Fully recording and collecting specific audit results of each work step in the audit file in order to collect sufficient appropriate audit evidence as a basis for evaluation, confirmation, conclusion opinions, and audit recommendations;

+ Applying software to support audit activities and high-tech techniques to improve the quality and efficiency of audit activities and information security according to regulations;

+ Periodically summarizing audit results, reporting progress on plan implementation to superiors, and completing the work contents in the audit plan (SCI) in accordance with the requirements on schedule and quality.

- The team leader and team leader are responsible for directing and guiding the members of the audit team to perform the audit according to the audit process;

Regularly supervise and inspect the work of the members of the audit team to evaluate the results, review and evaluate audit evidence, learn from experience, and decide on the next step.

- Prepare and archive audit documents and records of the audit conducted in accordance with the provisions of the Law on State Audit Office of Vietnam, the State Auditing System, Regulations on the List of audit dossiers, the regime of submission, preservation, exploitation, and destruction of audit dossiers, other regulations of the State Audit Office of Vietnam, and relevant laws.

- For audits related to state secrets or with contents related to state secrets, in addition to complying with this Process, they must also comply with the provisions of the law on protection of state secrets.
