Assignment of tasks of research and proposal for the issuance of new laws and resolutions of the National Assembly of Vietnam

The content mentioned in Decision 424/QD-TTg dated May 16, 2024, providing additional matters regarding the assignment of law-making for the term of the XV National Assembly according to Decision 2114/QD-TTg dated December 16, 2021, issued by the Prime Minister, including the assignment of tasks of research and proposal of new laws and resolutions of the National Assembly.

Assignment of tasks of research and proposal for the issuance of new laws and resolutions of the National Assembly of Vietnam

Tasks of research and proposal for issuance of new Laws, Ordinances, and Resolutions in Vietnam include:

(1) Research and draft the Resolution of the National Assembly on universal preschool education for children aged 3 to 5 years.

Drafting agency: Ministry of Education and Training

Deadline for reporting to the Government of Vietnam: No later than May 30, 2024

Deadline for sending reports to the Ministry of Justice for consolidation: May 30, 2024

(2) Research and draft the bill on personal data protection.

Drafting agency: Ministry of Public Security

Deadline for reporting to the Government of Vietnam: No later than September 30, 2024

Deadline for sending reports to the Ministry of Justice for consolidation: October 31, 2024

(3) Research and draft the bill on the regulation of industrial zones and economic zones.

Drafting agency: Ministry of Planning and Investment

Deadline for reporting to the Government of Vietnam: No later than September 30, 2024

Deadline for sending reports to the Ministry of Justice for consolidation: October 31, 2024

Additionally, the Prime Minister has assigned the Government Inspectorate to lead the research and review of the Law on Reception of Citizens, the Law on Complaints, and the Law on Denunciations; the Ministry of Home Affairs, based on the proposal of the Vietnam Lawyers Association, to cooperate in researching and reviewing the Law on Referendums; the Ministry of Transport to research and review the Vietnam Maritime Code; the Ministry of Culture, Sports, and Tourism to research and review legal normative documents in the field of culture; the Ministry of Finance to lead and cooperate with the Ministry of Industry and Trade, the Ministry of Information and Communications, the Ministry of Public Security, the Ministry of Science and Technology, the Ministry of Planning and Investment, the Ministry of Justice, the State Bank of Vietnam, and related agencies and organizations to research, summarize practical experiences, and refer to foreign experiences to propose the development of legal normative documents regulating "digital assets" ("virtual assets", "encrypted assets"), and managing transactions related to "digital assets" ("virtual assets", "encrypted assets").

Report to the Government of Vietnam on the results of the research tasks mentioned above before December 31, 2024
