Assignment of officials for prompt detection of acts of forgery and fraud on e-invoices in Vietnam is specified in Official Telegram 01/CD-BTC dated April 12, 2023, on strengthening the management and supervision of issuance and use of e-invoices.
In order to continue to strengthen the management and monitoring of the issuance and use of e-invoices, the Minister of Finance requests the General Department of Taxation to direct the Tax Departments of provinces and centrally-run cities to perform the following tasks:
- Enhance communication efforts and raise awareness among businesses specifically, and taxpayers generally, about their obligations to comply with tax laws.
Promptly warn against acts of tax violations and crimes; develop a comprehensive and systematic plan to disseminate and educate about tax laws, ensuring no violations occur in the issuance and use of e-invoices.
- Strengthen the inspection, supervision, and monitoring of the issuance and use of e-invoices to promptly detect any violations of the law and rigorously handle them according to regulations.
- Conduct a comprehensive review, evaluation, and proposal to upgrade the information technology system for e-invoices;
Urgently complete the procedures for soliciting appraisal opinions from the Ministry of Information and Communications, and submit the proposal dossier for approval by the competent authorities regarding the level of safety for the Information System of e-invoices;
Implement solutions to ensure cybersecurity for the e-invoice System;
Increase monitoring, early detection, and promptly handling of unusual activities in the e-invoice System;
Assign and arrange officers to carry out the tasks of analysis, evaluation, and warning, promptly detecting acts of forgery and fraud related to e-invoices.
- Strengthen cooperation with the Police, other Ministries, and related units to promptly and strictly handle legal violations in the issuance, management, and use of e-invoices.
