Are state secrets prohibited from disseminating in mass media in Vietnam?

On October 1, 2020, the Ministry of Finance issued Decision 1500/QD-BTC promulgating the Regulation on the protection of state secrets.

Article 5 of Decision 1500/QD-BTC stipulates the prohibited acts in the protection of state secrets in Vietnam, including:

- Disclosing, stealing, buying, selling state secrets; tampering with, damaging, or losing documents or materials containing state secrets;

- Illegally collecting, exchanging, providing, transferring state secrets; illegally copying, photographing, storing, transporting, delivering, receiving, retrieving, or destroying documents or materials containing state secrets;

- Illegally taking documents or materials containing state secrets out of their storage places;

- Exploiting or abusing the protection of state secrets, using state secrets to commit or conceal illegal acts, infringing upon lawful rights and interests, or obstructing the activities of agencies, units, or individuals;

- ...

- Posting or disseminating state secrets on mass media, the Internet, computer networks, and telecommunications networks.
